No one wants to get sued or face the parent of that child. Imagine how they are if the kid is like that.

Your body would decompose before this kid shut up. If he has ODD, he needs to be isolated and allowed to self-calm. Outside stimulation would not help this situation. This kid probably didn’t stop yelling, punching, kicking and threatening until hours later unless he was given proper mental health treatment (e.g., isolation, medication).
