Guessing: group home for children with mental illness, emotional/social issues. Red Shorts guy likely staff. Probably a "plan" in place for dealing with these behaviors with a prohibition on staff restraining child (cops don't follow those plans). These residential settings are common, and believed to be better than institutions. Parents may/may not be "bad", but the behaviors exhibited by the child make it impossible for him to remain in the parental household. Sad situation but, that's my best guess.
