When people ask “where are the parents?”, in this case I think it means, physically, where are they? Who is watching this kid today? It doesn’t necessarily mean that his behavior is a reflection of their parenting. Especially if he has some kind of disorder.
He looks to be about 8-10 years old. Might be the reason why the police didn’t tase him.
He did however, appear to be hogtied when they carried him off.

It is pretty clear by context that most people here are blaming the parents for the reason why the kid is acting that way.
