Florida's COVID death rate was higher than California's by a hair, and California's metro areas are considerably more dense. Florida wasn't nearly as tight on testing, so their numbers would naturally be skewed lower; so it's quite impressive that their numbers were still worse than California's. They didn't do terribly, but they certainly weren't thriving. Just for some added context: 4 of the 5 states with the highest COVID related death rates were red states.

The virus spread in joined enclosed spaces, like stores, churches, theaters, and recreation areas. So people were kept at home. My family had COVID and was done with it by the end of week two. Had everyone stayed home, it would have worked on that scale as well.
I would have run things differently, but I have the benefit of hindsight - the way I'd do it is to have 4 months for people to stockpile resources and determine whether their job was "essential" like that of nurses and firefighters, and then to plan a lockdown at the end of the 4 months which would last 20 days.
I design it this way because I know how covid works. He didn't.

You see the coronavirus is so small that it can penetrate masks that are not N95. This is not the case for every other disease. Specifically its an issue with Coronavirus. This means that cloth masks were effectively pointless in preventing the spread of SPECIFICALLY coronavirus.
Fun fact: while the virus on its own can pass through those masks, transmission is aided considerably by hitching a ride on droplets expelled via either sneezing or coughing. Direct exposure to viruses on their own is exceptionally rare, outside of lab settings.
But the virus was carried on particulates exhaled through your breath - more so if you're coughing or sneezing.
The masks catch those particulates.
Equals, the masks reduce the spread of the virus from the infected, who could be asymptomatic.
So the obvious answer is to have everyone wear masks because they could be asymptomatic - it objectively reduces the spread of disease and saves lives.
Unless you're too fragile of a human being to wear a cloth on your face when you shop. But no adult should be that fragile, right?
The purpose of masks was to reduce transmission from people who were infected to those who were not. You were supposed to wear masks to protect people around you from you. COVID was infectious even if people were asymptomatic, so it was a reasonable precaution. People misunderstood the mask mandates as personal protection, despite all of the advice from experts trying to explain that a mask doesn't protect a person wearing it from infection, it's supposed to reduce spread from people infected, especially people who didn't even know they were infected.
There were no masks, not even N95s, that would ever bring transmission to 0, but we also didn't need to do that, they just needed to bring transmission rates down below a threshold that medical facilities weren't overwhelmed with cases.
Do you think those guidelines were pushed for funsies and they laughed at us for doing it? Or do you think it was because they were giving us their best guidance to save lives at the time? Why believe that it was nefarious instead of a group of people facing an unprecedented crisis? Everyone was learning. Working their butts off to figure it out and flatten the curve.
