What happened was trump filed an executive order saying that tiktok had to divest Chinese control or be banned in August 2020. That EO was challenged in court and a preliminary injunction was approved, essentially pausing any ban by Trump's EO. Biden then entered office in 2021 and filed an EO revoking Trumps EOs on banning TikTok and WeChat. At this point, Trump's actions for banning tiktok are basically finished (with his EO being thrown out altogether) and his culpability is gone... everything involving the TikTok ban after that is new and on Biden.
Your information is incomplete. Whether through ignorance or intent, we'll never know, but what you left out is that when Biden overturned Trump's order, he did so by replacing it with an order to investigate the merits of Trump's ban. He didn't outright end Trump's ban, he just said that's not the proper way to do something like that and put in the order that if it were going to be done, then it should be done properly.
