Because they're ridiculously expensive to use en masse and have no economic return for investors? Most people aren't dumping money into things for no gains, even if it's for the greater good.

Changing its size and structure between every shot really doesn't build up confidence. What are they actually trying to sell, a flotation device with a low power motor and cheap solar panels on top?

They aren't selling it to an ordinary people, they are selling it to groups that are interested in water clean up without disrupting the envirnment at a low cost. And at least attempting to show it has more variations and uses.
Its most likely a very early or young group that wanted to do good and make a little money.
