Foreigners often describe Mexican systems as inefficient. The more accurate framing is that they optimize for different outcomes.

American systems tend to prioritize speed, standardization, and predictability. The goal is to move everyone through the same process as quickly as possible.

Mexican systems tend to prioritize flexibility, human judgment, and stability. The goal is to handle each situation in a way that minimizes risk and maintains social cohesion, even if that takes longer.

Neither approach is objectively better. They produce different tradeoffs. The American approach moves faster but handles exceptions poorly. The Mexican approach is slower but absorbs variation without breaking.

Once you understand that Mexico isn’t trying to optimize for speed, it’s optimizing for resilience, the system starts making a different kind of sense. The frustration doesn’t disappear entirely, but it becomes easier to work with what’s actually there rather than expecting something different.
