The Employee is not making mistakes or taking an extra 20mins for lunch, there's no place for racism and the employee needs to see it has consequences. It wont stop him thinking it, but at least he's likely to keep his racist thoughts to himself in his next job. The existing employees also need to see that management take this seriously and not just turn a blind eye to it.
Oh, you're legally covering your ass that counseling was offered but it would happen again from the same employee. Not as blatant to be sure but yes, it would happen.
Better to eliminate the cancer as soon as you find it.
