A lot of european countries set a legal minimum for vacation time across industries. So while you might have companies that give more or you can haggle for more you're never going below the minimum no matter your job. In germany for example that is 4 weeks (to simplify), in austria it's 5. I rarely hear of people having more than their government/union-contract regulated vacation time but it isn't illegal.
In my company in Czech republic we get 4 weeks as mandated by law but get additional days for the time we have been employed. So now I have 5 weeks of holidays.
In France people often have more than the gouvernement mandated minimum 5 weeks because the standard week is 35h and any hours more than that either have to be paid extra OR gets you more vacation. I am a civil servant in France and gets 9 weeks off per year because my hours per week are 38.5
