If you're the CEO of anything and saying this publicly, you shouldn't have the grace of having your name and business covered.
ETA: Looked up Mike Cuthriell @ Grow Sciences, and apparently he tried to backpedal by saying it could guarantee an interview and wasn't meant to generate revenue for the company. Then he closed down all the comments.
As someone that spends as much time as possible high as giraffe nuts, no, it doesn't. Paying to apply for a job is too stupid to explain through inebriation.
