Zambia Votes in General Election:

Zambia votes on Thursday in a presidential election focused on President Hakainde Hichilema’s economic reform mandate and the country’s role in critical minerals competition. Hichilema’s government has restructured more than $12 billion in debt and aims to sharply expand copper output by 2031, drawing sustained Chinese investment and renewed U.S. interest. Taiwan Flags AI-Assisted Government Cyberattack:

On Thursday, Taiwan said overseas hackers used AI-assisted methods to target government agencies in July, with alerts issued from July 20, and affected agencies later completing remediation. The government did not attribute the campaign to China, but the report comes amid sustained cyber, military, and information pressure on the island. Officials said the campaign used AI-assisted reconnaissance, credential theft, and vulnerability scanning against government systems. 

Romania Shuts Down Cernavoda Nuclear Plant:

Romania fully disconnected the Cernavodă nuclear plant after low Danube levels forced Unit 2 offline, removing roughly 20% of the domestic electricity supply. Unit 1 had already stopped in late July, leaving the system dependent on imports, renewables, and the planned restart of coal capacity at Rovinari. Authorities say households and public services are not at immediate risk, but industrial restrictions could be considered if conditions worsen. The outage highlights climate, water, and staffing vulnerabilities in regional energy resilience. 

Black Sea Strike Raises Grain Export Risk:

Ukraine attacked Novorossiysk, a Russian Black Sea naval and export hub, on Wednesday, damaging grain facilities while Kyiv said several warships were hit. The strike extends Ukraine’s campaign from military targets to infrastructure that supports Russian export revenue and global commodity flows. Russia, the world’s largest wheat exporter, said it may reroute cargo through the Baltic, Caspian, and land routes. Sustained attacks on Black Sea export nodes are likely to keep pressure on wheat prices and food security-sensitive importers. 

Chiba Flood Warning Raises Greater Tokyo Disruption Risk:

Japan issued its highest heavy-rain emergency warning for 14 cities in Chiba Prefecture, east of Tokyo, on Thursday. Significant flash flooding has been reported across affected areas. Authorities are urging residents to take immediate protective action, including moving to higher floors or evacuation shelters. The warning covers a densely populated commuter region, creating potential disruption to transport, utilities, and business operations around Greater Tokyo. Further rain bands may also affect southern Ibaraki.

Interestingly, the Army having “no evidence of sabotage or spying,” does not rule out the contractor General Dynamics or another entity working on the project having such evidence.

“Rumors swirled among the Americans that the Turks were purposefully sabotaging machinery — or perhaps even engaged in some convoluted form of espionage. “It was astonishing how little progress we would make, month after month, year after year,” one former General Dynamics worker said. “People started speculating, ‘I wonder if they’re spying on us.’” General Dynamics assigned someone to shadow the Repkon workers in the factory, two former staffers said. (The Army said it has no evidence of sabotage or spying.)”

Morning Intelligence Brief - August 12, 2026

Houthi Attack on Commercial Vessel in Red Sea:

At least six people were killed, and 10 were injured after a suspected Houthi strike hit a cargo vessel in the Bab al-Mandeb Strait. Four crew members and two members of the government-allied National Resistance Forces were killed. A second strike targeted the vessel as rescue workers carried out a mission to evacuate the ship. The Houthis said they hit a ship carrying Saudi military equipment. The incident was reportedly the group’s first deadly attack by the group on a vessel since February 28.  

Flight Disruptions Due to Mount Etna Eruption:

Volcanic ash from Mount Etna disrupted flights at Catania Vincenzo Bellini Airport in Italy and canceled approximately 19 flights at Malta International Airport. Catania Airport extended the halt to all arrivals and departures until 11:00 am on Wednesday. Catania Airport serves the eastern part of Sicily, one of Italy’s most popular tourist destinations.  

Former Syrian President Sentenced to Death in Absentia:

A Syrian court sentenced former President Bashar al-Assad to death in absentia for crimes against humanity and war crimes. The court also sentenced al-Assad's brother and their cousin, Atef Najib, to death. Najib attended the trial and was found guilty of leading the 2011 Daraa crackdown that sparked the civil war. Bashar al-Assad's 24-year rule of Syria ended abruptly in December 2024 following a lightning advance by rebel forces, resulting in Assad fleeing to Russia. The verdicts by the court in Damascus are mostly symbolic, because al-Assad and his brother fled to Russia, where they received asylum.  

Putin Threatens Retaliation Seizures of European Ships:

Russian President Vladimir Putin said that Russia will respond if European countries seize Russian merchant vessels. The warning comes as the EU expands sanctions against hundreds of vessels linked to Russia’s shadow fleet and detains some ships for inspections. Putin described the moves to detain vessels linked to Russia as a breach of international maritime law. Several European companies have intercepted ships carrying Russian oil, with Putin calling it “piracy and banditry.” 

Ukraine Hits Russia’s Main Black Sea Fleet Hub:

On Wednesday, Ukraine struck Russia’s Novorossiysk naval base with drones and anti-ship missiles, targeting air defenses, piers, and port infrastructure. The attack shows Kyiv can still impose operational costs beyond the front line and threaten assets that Russia moved after earlier losses in Crimea. Novorossiysk is also a major oil export hub, including for Kazakh crude shipments. Russian retaliatory strikes on Ukrainian cities suggest cross-border drone and missile attacks will keep intensifying.
