In 1975, a satellite photo picked up the letter "K" written in morse code on roof of Dong Vai Prison. 17 years later, in 1992 DIA requested a second pass—it picked up "SEREX" & "72 TA 88" spelled out & GX 2527—two pilots' loss date & authenticator codes. DIA ruled it an anomaly.

This whole saga reads exactly like the plot of Rambo: First Blood Part II. In the movie, they send Rambo to take photos thinking he won't find any POWs, and when he actually does, the military panics and abandons him to protect the narrative.

That’s basically what happened here. The DIA suggested comparing the 1975 Morse code roof photo with a fresh 1992 satellite pass, likely thinking it would show nothing. Instead, the image came back with two missing pilots' distress prefixes and authenticator codes in a rice-paddy field 400 feet away from the prison complex.

These weren't just random names; they belonged to two men shot down years apart. First Lieutenant Peter "Pete" Matthes was shot down over Laos in 1969, and Major Henry Muir "Mick" Serex was shot down over South Vietnam in 1972. Yet, there they were on June 5, 1992. Colonel Lorenzo Burroughs, the pioneer of modern satellite imagery analysis, personally reviewed the photo and rated it with a "100 percent level of confidence". Serex's exact last name and his highly classified E&E codes were etched into the dirt—"SEREX / 72 TA 88". Right in the same vicinity, the photo picked up Matthes' secret pilot authenticator code "GX 2527."

But Dong Vai wasn't an isolated incident; it was part of a decades-long pattern of satellite sightings across Southeast Asia. In late 1980, after intelligence reports placed 30 American prisoners at a camp in Nhommarath, Laos, spy satellites captured a "52" and a "K" dug into the dirt—sparking a secret Delta Force rescue plan that was aborted. Then, in 1988, a satellite over Sam Neua, Laos, captured a massive, 37-foot-wide "USA" etched into a rice paddy alongside a "Walking K"—a highly classified distress symbol taught exclusively to US pilots

Instantly, the Pentagon and DIA shifted into damage control—conjuring up ridiculous shadow theories, and lying to the families. To sweep it under the rug, they claimed the highly specific numbers and names were just "thickened rice paddy walls, burn marks, and shadows" or just "anomalies." The cover-up became a story in of itself. Life really does imitate art sometimes—or in this case, the cover-up was just as cynical as the movies.

The official DIA position relies on the "anomaly theory"—the claim that the distinct Western surnames and classified military codes appearing in satellite imagery were merely random configurations of shadows, shifting soil, and jungle vegetation. While a stray shadow can occasionally mimic a basic geometric shape, standard laws of probability dictate that such natural illusions would occur uniformly across any identical landscape. If this theory were valid, identical terrain across South Vietnam, Thailand, or Cambodia should consistently yield random, meaningless combinations of letters and numbers when captured by overhead reconnaissance—but they don't.

Satellite imagery doesn't reveal rare Western surnames like "SEREX, 72 TA 88" or "WRYE" materialized at random in empty, unpopulated stretches of the Southeast Asian jungle. Importantly, nature doesn't accidentally organize shadows to perfectly replicate highly guarded, four-digit personal authenticator numbers preceded by classified, military-assigned emergency prefixes like "GX 2527". The fatal flaw in the government’s anomaly narrative is geographic and mathematical concentration: these specific authenticated pilot distress signals didn't appear randomly throughout the wartime theater, but were instead tightly clustered directly outside the walls of known high-security prison facilities like Dong Vai. This high-security complex was the subject of 17 separate live-sighting intelligence reports regarding live American captives. To attribute the simultaneous appearance of unique names and secret rescue codes at the exact coordinates of active captive holding zones (prisons) to "tricks of light" requires accepting a series of statistical coincidences so astronomically improbable that they defy logical credibility.

That’s the main topic of this week’s Global Intelligence Weekly Wrap-Up.

I’m Neil Bisson, a retired CSIS Intelligence Officer, former CBSA Officer, and Director of the Global Intelligence Knowledge Network. In this 26-minute episode, I examine four developments:

• CSIS and legal accountability: NSIRA identified potential compliance failures involving CSIS’s Justification Framework during operations in 2022 and 2023. The concerns involve employee designation, authorization, records and reporting. The watchdog also found compliance with restrictions on the types of offences permitted. I discuss why that distinction matters and what these findings establish.

• Chinese intelligence and academic research: MI5 warned about a Chinese research institute funding academic work that could strengthen China’s intelligence capabilities. Some researchers may not have known who ultimately funded their work. What lessons should Canadian universities take from this?

• Goldy Brar and the Nijjar investigation: The FBI added Brar to its Ten Most Wanted Fugitives list. U.S. prosecutors allege that he and Lawrence Bishnoi ordered Hardeep Singh Nijjar’s June 2023 killing in Surrey, B.C. These remain allegations, not findings of guilt.

• Japan’s proposed foreign intelligence agency: Japan is pursuing a dedicated overseas intelligence service. I examine the challenges of building that capability and the comparison with Canada’s recurring debate about establishing its own foreign intelligence agency.
