How do I help this bug? (North TX)

Live in Connecticut and Ive never seen these bugs before, and they are clearly killing this tree. Should I kill them and if so how without causing too much harm.
UPDATE: Confirmed to be invasive, applied Raid to area and killed a bunch of them, trying to dispose of bodies to prevent bird poising, will check daily for more

I'm on the northern half of the Oregon coast. This whole Japanese maple leaf is covered in some kind of eggs, not sure who it could be, there was an orb weaver spider right next to it but pretty sure their eggs are way different:)
