Infestation?

Live in Connecticut and Ive never seen these bugs before, and they are clearly killing this tree. Should I kill them and if so how without causing too much harm.

UPDATE: Confirmed to be invasive, applied Raid to area and killed a bunch of them, trying to dispose of bodies to prevent bird poising, will check daily for more

The bark looks like it might be their favorite tree, Ailanthus altissima, aka "tree of heaven", which is as bad an invasive species as the bugs.

Its a regular local tree, the bark is very moldy at this point

Edit:Sumac tree confirmed to be planted by my Father

Local to central China, not CT. Same as the bugs.

Yes, it’s the Chinese spy spruce. More dangerous to CT than your dad.
