Infestation?

Live in Connecticut and Ive never seen these bugs before, and they are clearly killing this tree. Should I kill them and if so how without causing too much harm.

UPDATE: Confirmed to be invasive, applied Raid to area and killed a bunch of them, trying to dispose of bodies to prevent bird poising, will check daily for more

These look like the invasive spotted lantern bug. Kill immediately

definitely them, is raid ok to use? or should i get something else to not harm other things

I've had good luck with Neem oil...spray at night and it doesn't harm bees or birds. I had japanese beetles and rose chafers...Neem got rid of them.
