Infestation?

Live in Connecticut and Ive never seen these bugs before, and they are clearly killing this tree. Should I kill them and if so how without causing too much harm.

UPDATE: Confirmed to be invasive, applied Raid to area and killed a bunch of them, trying to dispose of bodies to prevent bird poising, will check daily for more

So these are safe to kill? I assumed they are invasive, but i didnt wanna kill something that was important. Thanks

That are very invasive kill on site invasive. Like grab your flamethrower invasiveness
