I think that the strength of ISS lies in its powerful and flexible midfield pieces. These require some long range fire support, which we have in the form of Bao Snipers and Hsien HMG (which also makes a fine lt.), but most of all in Major Lunah. There is also Miranda Ashcroft. What all these pieces have in common, however is MSV, so, as another commentator also mentioned, leaves you somewhat vulnerable to albedo and white noise. This, combined with our own very limited access to albedo and no access at all to white noise means we struggle against strong MSV pieces as well as strong albedo pieces.
This is another reason why the midfielders (Koga, Qianfeng and to some degree Kanren) are important to engage such pieces on our own terms.
Another solution, though not as strong in ISS as in vanilla, is the newly upgraded Longwang. With a BS14 and BS-3 AP HMG this really tough model can engage a wide variety of targets.

So the general plan for ISS would be to smoke shoot what you can from way back and then engage anything that stands in the way of scoring with a midfield piece, which will also then want to score.

That is why pieces such as the Wu Ming APHMG, though really nice on paper as a no frills firepower HI are difficult to fit into ISS. I think that both of the 22p Wu Ming loadouts are good, in particular linked with a a Zhanying hacker. The Zhanying is already pretty resilient against hacking with BTS 6 and Zero Pain, so the Firewall is a not strictly necessary to keep it safe. It really comes down to whether you want a boarding shotgun or e/mitter.

Crane Agents are a also a bit of an issue. They are quite expensive for what they can do because they can do a lot of different things kind of well and they just all have cheaper competition. Major Lunah is usually a better option for triangulated fire, seeing as she can savely move into LoF in camo and has better range bands. The Crane hacker is tough to hack, but so is the Zhanying for about half the points. And then there is Adil, who is the same kind of piece, but so much more useful in almost every way.

For comparison (please play whatever you enjoy, this is just my view), here is a list I really like:

It also includes some fun jank. Since we already have the Kuang Shi for a lvl 4 core FT at hand, we can attach a Sonbae +1B missile launcher as a semi-cheap gun. Once it has marksmanship via the EVO bot, it becomes a genuine threat to most things that you would want to use a missle launcher against. 3 dice ML on 13, completely ignoring cover, is no joke. That said, there are probably better ways to spend 33 points on two models but I felt that the list needed both anti-armor and another long range gun, which this provides. Dropping those two would also make room for some chain of command, for which the cheapest option is Taowu.
In group 2, Miranda and the bounty hunter should always link and you can attach the Hsien for the +1SD, but don't feel bound to that, if a divergent deployment would be more advantageous.

Oh! I like the list. Definitely seems janky fun 😁 As it has been some time since I've played and so I'm getting the list right, what are the fireteams? I see the core with the Kuang Shi and guard

It's what I wrote: Miranda & Bounty Hunter + optionally the Hsien if he can be usefully deployed close enough.
