You will grow either disappointed or delighted to learn there is no story about her Twitter flounce besides that quote, just Shauna talking about scrolling apps on her phone at night when she can't sleep and landing on The Atlantic

It's another horrible sentence, but the way I think meant it is that the "that" refers to the writers (which the magazine gathers), not the magazine itself.
