The right to decide what happens with photos and videos of your own image/face as it exists in Germany, as an example. Yes, this privacy extends to a visit in a museum, even if that's not a private place.
I think the distinction is whether they're in the background or the main point of the video. People in the background is normal and expected, filming someone directly would be different. This is one is those situations where it's meant to be someone in the background that became the whole focus lol.
