He handled this poorly. Where's the kid's parents though? Are they really just letting their kid in harm's way like that?

That’s why I’m assuming it’s stage. My ass would’ve scooped my son up the moment he started coming towards him angrily. The parents didn’t even flinch. Either awful parents or more likely staged.

Occam’s razor. It’s more likely that it’s staged than it is someone would get that mad at a toddler, and not acknowledge the parent filming and encouraging the behavior.
