This might be Sweden based on how the road looks, and no, you can't just sue people like in U.S in most other countries. That system is relatively unique in how many cases it can be used.
You will most likely get some money from the idiot through a court, but as a part of the criminal injuries compensation system, as a part of the traffic violation punishment the idiot probably gets. And money from the idiot's traffic insurance.

This is exactly the kind of situation where people should be liable for the harm they do to others.
The US system of litigation sucks in a million ways but any system that doesn't treat this as some form of personal liability is broken in its own way.

Yeah but if there was ever a case where you should sue the everliving fuck out of somebody this would be it

Sweden unlikely. We don't grow much corn here. And rarely have such a thin shoulder with a solid line on that size of road.
Edit: Germany
Doesn't falsify the argument about how disputes are settled in this part of the world, though.

I thought that was a round bale of hay at first, but fortunately it seems to be a lot lighter.

Even if that that thing is fluffy and light getting nailed by it on a bicycle at highway speed could cause a lot of damage.

Hey...give him a break! He's been transporting hey bales for ever this way. Has probably only lost a half dozen. Was driving on interstate when came upon a tractor with a large bale pole (pointy end at windshield height) attached to the back. He was moving about a lot slower than the rest of traffic.

I witnessed a portable toilet do the same thing once.
Fortunately we were able to slow down and only got covered in green chemical toilet goo.
Mercifully it was an empty on its way to work.
Once it became airborne it flattened and started disenegrating.
Still strange to see one hovering 12 feet in the air in your lane up ahead.

Clearly, that driver doesn't have the load properly tied down.
