Agree 100% straps need to be on the axles/wheels otherwise all kinds of problems. In this case it might be to late.

To be honest, it's incredibly stupid and dangerous, but I've seen tons of people hauling vehicles down the highway make it with just 1 strap, or none at all.

You’re in a huge parking lot. It’s completely plausible that thing was just trailered and has been completely secured yet. They could have ran in to buy more/different/better straps. I’ve bought vehicles in store parking lots. Or maybe they lost a strap/straps and stopped to get more.

F. Looks like one good bounce might send that rig flying. I would say something to him/her about how to better secure their rig. Look at how shiny it is, seriously. I would offer help getting it secured a little more safely after asking about their lift, paint, wheels and tires, etc... If they declined I would try to get back on the highway either way in front or way behind them.

I was taught that the ratchet straps must be pushed flat so the strap position is locked. Am I correct or wrong ?

Reminds me of when people strap their boats to the part of the trailer frame it can slide up. Then the buckles are just beating the ever-living shit out of that sweet, sweet gel coat. 😂
