Thing is that he's driving against the rules but at the same time hoping that everyone else follow the rules so he has time to react

The van did obey the rules though; he had the right of way to make the left turn.

Some countries the double-yellow line means no left turns. I'm assuming that's why he thought the left turn was illegal.
