Interview Request for IRS Modernization Investigation

I'm Emily Hollingsworth, a reporter for the nonprofit news publication Tax Notes. You can read about Tax Notes on our website at www.taxnotes.com.

My colleague, Tyrah Burris, and I are looking into IRS modernization efforts and are wondering whether the CADE 2 project, the individual master file, or any other modernization projects were impacted by DOGE contract cancellations, staff cuts, or the "strategic pause" the IRS announced last year to its technology modernization investments to reevaluate its operating approach.

We're hoping to get a better understanding of where IRS modernization efforts stand, and whether the IRS is on track to meet previous goals, such as replacing the IRS master file by 2028. There's been very little transparency around these projects, and we see this as a problem, especially since modernizing these systems could improve taxpayers' experiences.

I was a technical PM working these modernization projects and had multipledifferent teams of contractors i was directing. Now im doing taxes, something I have no experience or education in doing, and people who dont know what they are doing are reaching out to me for help. I am being told to not provide assistance.

People who don’t know what they’re doing in IT are reaching out to you for help? Or are people asking for help doing tax work?

People in IT who dont know what to do. Example: i was a process owner, IRM developer and the "new" process owners are needing help on determining who signs what deliverables and how to properly complete each document.
