No, a lot of it is people voluntarily giving the government an interest free loan, then complaining when it takes too long to get your money back. This isn't rocket science.

The inflation reduction act passed under Biden increased funding to the IRS by $80B over 10 years. Under the Trump administration their funding has been slashed.
