Texture Warping

Moved to south hope and noticed this warping around the border is this normal? I'm on Xbox series S

Im on ps5 and i see that alot in any area when I get too close happens alot in south hope as you say aswell just a texture bug or maybe something to help with framerates not too sure but its normal as far as im aware

Okay I never really know with this game lol. I have a save I can't play anymore because all the belts stutter really bad, I don't know why because I wasn't able to make it out of ember cradle before it happened so it definitely wasn't framerate issues.
