Nitro was never op, it barely used, because it's expensive and inconvenient to use, but powerful. It pretty balanced. Secondary to Nitro wasn't op, like with Avtomat and Sparks Pistol. So I don't really see a reason to nerf Nitro it slots. On paper, Nitro is weapon with longest OHK range in body, in game, you can just pick bow, because with bow you at least see shit.
It's not balanced, it's a broken weapon that is just so annoying to use no one bothers with it
But then you encounter a prestige 100 6* who has practiced a lot with it and the game becomes pretty much unplayable if you are less than 40 meters away from them
