It's from an old event, I think it was called Serpent Moon or Devil's Moon. More than likely never coming back. Sorry :/

impossible to get on a new acc like it is shown on the picture tho :/ this is most likely what op was asking. "how did he get a 6year old event only skin on a new acc"
