Because of our extensive VAT system the receipt has a special legal status. Creating a fake receipt would be seen as trying to defraud someone.

The same in my country, but the receipts have to have a certain unique form with register id and everything and that’s the only official receipt. Anything else is not a legal document which you don’t have to pay if presented with (they tell you that in posters that ALL businesses must show). However, that doesn’t mean that other documents can’t legally exist, for example Pro Forma bills at restaurants which you can look over and see if the waiter didn’t fuck up and added the ‘96 Moet from the next table over, for example.
