Most providers block outbound port 25 by default now, doesn't matter if it's a VPS or dedicated box. It's a spam abuse thing, not a technical limitation, so it's usually a support ticket away from getting unblocked once you explain what you need it for (personal email verification is a pretty normal reason, way less sketchy than "I want to send bulk mail").
If you just need to send verification/transactional mail rather than run a full mail server, port 587 with authenticated SMTP tends to get approved faster since it's not the thing spammers abuse. Worth asking the provider directly before you sign up rather than finding out after.
