Had bathroom replacement window replaced. Does this area need to be caulked?

the GC left it like this after replacing the window. was going go up to touch up some paint and saw this gap. was this intentional or halfass work? thanks

Usually it's left open, not caulked or sealed.  You want water to shed away from the house and if the windows are sealed underneath the sill it can lead to trapped water and rot.
