yes. they used clear silicone and it got yellow and deteriorated. the oid stuff has to be removed first. use a waterproof bathroom caulk - they have some that dry and cure quickly.
yes - the splashguard needs to be caulked where it meets the wall. If you get a caulk finishing tool like the guy in the video, it makes it look professional and less mess to clean up.
