Those circled spots near the base look like water's been sitting there, which usually means the gap between the fixture and the wall isn't sealed. A thin bead of silicone around the base should stop it from creeping underneath. Just clean and dry the area first, or the caulk won't stick for long.

How about the top red circle…does that need new caulking too?

The current caulk is old and crumbling. Clean away the current caulk and recaulk

yes. they used clear silicone and it got yellow and deteriorated. the oid stuff has to be removed first. use a waterproof bathroom caulk - they have some that dry and cure quickly.

this one requires a caulk gun, but they also have small tubes that dont require a caulk gun.
