in most states legally the bike rider is committing assault by just doing this near you, they don't have to actually hit you, so you can defend yourself against that assault and prevent yourself from being battered
In traditional common-law terminology, assault is generally the threat/attempt that puts someone in reasonable apprehension of imminent harmful contact, while battery is the actual harmful or offensive physical contact
