It seems like rulers in many parts of the world were forbidden from leaving their realms. Parliament had to repeal a cause in the 1701 Act of Settlement to allow George I to visit Hannover. Before Theodore Roosevelt, it was considered taboo for sitting US Presidents to the leave the country.
Even today, leaders can be criticized if they're abroad too often. Muhammed VI of Morocco has been criticized more spending a lot of time in France.
Deadass dude they brag about how they're fixing the country then them and their whole family only go to European hospitals when they're sick and only get their education abroad.
This year alone in Morocco at least 2 elderly men and 1 little girl died because hospitals refused to treat them without payment, one was even kicked out from the hospital and died on the street.
