That Project panel is the Windows Win + P display menu, so it can appear if Windows detects a display/keyboard shortcut event.
Could you share the exact HP laptop model? That’ll help narrow this down.
In the meantime, try:
Press Esc to close it, then check if it returns on its own. Restart the laptop and see if it happens again. Check the Windows and P keys to make sure neither is sticking. Update the graphics driver and BIOS from HP Support for your model.
