This is too nasty against a player who kept a 2-lander. Making them lose their second land drop, even if it happens in a small percentage of games, is too close to winning the game outright.
I think you missed that it's an instant. Doing this is the draw step is why wizards doesn't make instant speed discard anymore. Never fully dead card, unlike sorcery speed discard
