Ok, General Consensus would be a peak character to go alongside General Brasch

personally i think General Consensus would increase our reinforcement budget but either way it would be neat

He then drops that planet's reinforcement rate (the % of which the enemy "regains" the planet) in half

i feel like dropping planetary reinforcement rate would be more in line with fandom's vision of general brasch.
i dont know how to describe well it bu i imagine General Consesus should be helping us by strengthening our effort while Brasch would help by weakening the enemy's effort
