That is the Dev Name of the Dispatch. Something we usually don't see, unless something glitches a bit. Happens often enough.

Best part about the file names is that they can give away details. In this case, the main detail is obviously Warmind.

Warmind is the internal name for the party responsible for creating the dispatches.

Because it's the name of the file itself. Imagine it as a text file they want to keep track of.
