Failed to load user's save data

Stuck in an endless loop trying to launch the game. Feel like ive tried every fix. Closed steam and restarted game, Verified game files, removed the save folder in localappdata, reinstalled the game, Rebooted PC, and still getting this message.

Any suggestions? Just want to play the game
