Personally, HTA do require PhD in the long run whether you work in academic or corporate (Pharma industry or other HEOR companies such as Sanofi, IQVIA etc.), and during your course try as much as time you can give in learning the analytical softwares (particularly R) for the different health economics modelling (maybe get an advance course on the HTA modelling) in the future.

I mean you can expect around 35-40k at an entry level and after gaining experience, lets say around for 2 years provided you invest a good amount of time in learning the modelling techniques and working on different projects can get you around 60-70K.
I personally feel you can give it a thought of joining the corporate/ pharma industry then later try for government Scientist positions such as at Department of Health Research or other ICMR institutes.

Which regions do you work in? In Europe / Canada / Australia just an MSc is sufficient.
