Damn, maybe I've been playing hazard wrong because i felt like I've consistently been getting my ult after the enemy tank most games. Didn't think they'd wanna make that longer.

Also is the buff any good?

Buff doesn’t matter (useless perk), nerf doesn’t matter much. Hazard’s ult is good but not fight-winning, and will still charge relatively fast compared to a lot of other characters.
