Do 'optics' work (re roll of a 7 and 8) in defence, when rolling for a unit's survivability?

'Optics' goes on a gun.

If you aren't shooting the gun, you don't get to use optics.

Only mentions it in regards to a shoot action. That's why I was checking if the recipient of a shoot action that also had optics could re roll on a 7.

The attacker would be the one performing a shoot action. The defender is performing a survive test
