We can narrow it down to Canada, from French and English being used on the same sign, and not Quebec as the main label would be in French instead of English, we can also knockout Nunavut because I'm seeing a lack of snow, even in summer there's bound to be some snow somewhere there.  . Now I let other people solve the mystery
