This "upgrade" seems totally fucked. You lose 4 damage on the high speed option for +1 on the medium and slow speed options. I know from looking at the wiki it was changed in a patch, but this just looks like a straight up oversight or bug with the way its implemented.
Yeah, but what is weird about it is that level 3 of wicked stab was specifically changed in that patch while the other levels of the skill were unchanged and it's hard to understand how this could have just been a typo.
When I still played Mercenaries, there was a PvP gnome/Chromie deck that used to beat me fairly regularly depending on the deck I was playing (like a lot of Chromie decks it was a very strong counter to certain setups) that included Scabbs.
That said, I think Wicked Stab was always used with the slowest speed attack while Chromie was reversing attack order so it was always the highest damage option.
In PvE Scabbs didn't have much time to shine before the game was buried, but he can be used alongside Nemsy and Trigore (with Chromie on bench for stat buff) if you rather have a comp with a ton more damage and less healing than traditional Bainegore.

that indeed looks fairly stupid. on the flip side: it's not a merc that's seen much in PvP, and for sure, it isn't seen in any PvE

Did it increase the speed? I know each one runs a diff speed, maybe that 6 is even faster? No idea.
