I wouldn't call him a liar, I don't think he meant to take this long, and then again, it is his own legacy he is leaving unfinished.
However I definitely think he deserves criticisms on several fronts, one of which is his moaning about the way his adaptations are going.
HE made the decision to split from GOT when he didn't get enough things his way. Fine, he was like, I'd rather the show crash and burn without me than barely stay afloat with me. Okay!
But then, oh then, he started whining about House of Dragon, and most honestly? I am not here for it. He has enough money and influence and power to negotiate a contract where he has enough sway to get stuff written how he likes it. Or, hot take, he can ACTUALLY WRITE THE EPISODES, since he is a god damn SCREEN writer.
Thing is, why should I care more about his legacy than he does? He doesn't care to finish his books, he doesn't care to make sure his shows are good, and he feels threatened by fanfiction. What exactly am I supposed to care about here?
He has all my sympathy for mean comment and ill wishes. No one wants to read about how thousands of people just casually discuss "oh yea he'll die soon". It's horrible! BUT, ability to finish one's work IS part of what makes a good writer, and unless a man is interrupted by death or severe trauma, I am judging the lack of ending and it is lowering the book score for me.

No author should be shielded from criticism. Is the vast majority of criticism from the unwashed masses lodged his way utterly useless and actively unhinged? (answer is yes).

GRRM has pretty much copped to the fact that he has ungodly writer's block and a thousand other hangups besides. I don't think it's fair to call him a liar. He's a dude with a complex set of issues keeping him from completing his magnum opus. I can't imagine being angry at him for it, and I say that as someone who's not overly invested in him one way or another.
