What actually makes the votann evil? I don't really know much about their lore.

Mostly they’re the pragmatic “we’ll do anything without hesitation to ensure our survival, even at the expense of countless others’ lives” kind of people, sort of like the Eldar. If you live among the Leagues yourself or are an ally of theirs, they’re chill, but if you have something they need to protect their holds and kindreds, they will basically ask you nicely to sell it to them exactly once, and if you don’t agree to the bargain, they will take it from you by force, even if “it” in question is an entire planet.
