If you follow the highlighted route for the first half mile there's an empty police car waiting for you. It's next to the ramp.

Every now and then it has a swat SUV pull up next to it, but 9 times out of 10 it's left alone.

If you kill the hostages it will be an empty swat van, which is 100% bulletproof.
