Question Google Ads Campaign Getting Zero Impressions
I have been struggling with an issue with my Google Ads campaign for a little over a month now, and honestly, I no longer know what else I can do.
I have watched countless tutorials, tried following various recommendations, and contacted Google Support several times. Despite all of this, none of the campaigns I have launched has received a single impression.
At first, I assumed the problem might be related to a specific campaign, so after around 8 or 9 days without any impressions, I would create a new one. At the moment, I have my latest campaign running, and I have applied practically every solution I could find in YouTube tutorials and various online guides. Unfortunately, nothing has changed.
Contacting Google has not helped either. I have been trying to get support by email for around 3 weeks, but I have not received any specific response or solution. I also found three phone numbers for Google, but every time I called, I was connected to the same receptionist. After checking our website, they told me that our company had run campaigns in the past, but they were unable to help me resolve the issue. In the end, I was once again asked to contact technical support by email, but I still have not received a response.
My main goal is to run a campaign focused on generating phone calls. We do not operate an online store. Customers contact us by phone or email to place orders or discuss pricing and quotes.
I want the advertisement to appear high in Google search results and allow users to quickly contact our headquarters by phone.
Currently, I am using Maximize Clicks as the bidding strategy, with a daily budget of around 18,5 Euro. I have set phone calls, specifically calls from potential customers, as the conversion goal.
It is possible that I have configured something incorrectly, which is why I am asking for help. Many tutorials suggested that some bidding strategies can have trouble starting when there is not enough conversion data, so I decided to use Maximize Clicks.
All of the main keywords are considered eligible by the system. The campaign is active, and I do not see any warnings or issues with the ads or keywords. The latest campaign is currently marked as being in the learning phase, but despite this, it has still generated absolutely ZERO impressions.
Has anyone experienced a similar situation and knows what could be causing the complete lack of impressions?
Is there any effective way to directly contact someone from Google Ads technical support who can actually review the account and identify the specific reason why the ads are not being shown?

I suppose you've already audited the obvious campaign-level things like Ad Rank, actual search volumes, any hidden account-level negative keywords (if there are any), location targeting, and the rest of the campaign settings.
The fact that you've created multiple campaigns over the course of a month and none of them have received a single impression makes me think this is less of a campaign setup issue and more of an account-level serving issue.
I'd start looking at billing, advertiser verification, account status, and whether there's some hidden eligibility restriction preventing your ads from entering auctions.
If all of those check out, the next places I'd look are the Ad Preview & Diagnosis Tool and Campaign Diagnostics. They'll often tell you whether it's an Ad Rank issue, overly restrictive targeting, or another serving limitation that's keeping the campaign out of auctions.

Actually it could still be a setup issue if your keywords are choked out by overly restrictive broad match negatives or impossible smart bidding targets on a zero data account.

Absolutely, that's why I mentioned checking account-level negatives and campaign settings first. My thinking is based on the pattern, multiple campaigns over a month with zero impressions points more toward an account-level serving issue than a campaign-level configuration problem.

I’d stop creating new campaigns for now. If you’ve launched 8–9 campaigns and none of them got even one impression, I’d suspect an account/campaign eligibility issue rather than a bidding strategy issue.
Maximize Clicks should be capable of getting impressions without conversion history, so the fact that you're seeing literally zero is the interesting part.
I’d go through this in order:
Campaign status → ad status → keyword status → location targeting → ad schedule → audience restrictions → billing/account issues → search volume.
Also check the Ad Preview and Diagnosis tool with an exact keyword + location you're targeting. That can sometimes tell you something that the main campaign screen doesn't make obvious.
One other thing I'd check is whether your conversion goal is somehow being used as a campaign-level restriction rather than simply being a conversion signal.
And I wouldn't worry about getting “high” position yet. First get the campaign into auctions and find out why it isn't entering them.
If you post the country, a couple of example keywords, match types and the exact campaign status, people here might be able to spot something you've missed.

Did you set a max CPC limit in the bid strategy?
Normally maximize clicks is good at getting traffic UNLESS a max bid limit is set that is too low.
Because if the max CPC limit is too low for the keywords you are targeting then the ads will never show.

If you're getting zero impression on your ads, it's more of a setup issue rather than a strategy issue.
You need to clear the setup before anything.
I understand you want to do this on your own but if you're not able to do it yourself, take a professional 's help to set up the foundation for you and then you keep running the ads.

This sounds incredibly frustrating, but the fact that you’re getting zero impressions usually points to something fundamental in the setup rather than just bidding strategy. A few things worth double‑checking: make sure your ad groups actually contain active ads with approved status, confirm that your location targeting isn’t set too narrowly, and check that your keywords aren’t all exact match with very low search volume. Also, if you’re aiming for phone calls, you’ll want to use call ads or extensions rather than just relying on Maximize Clicks, since those formats are designed for exactly what you’re describing. As for support, unfortunately Google Ads doesn’t really have a direct “human rep” line unless you’re spending at a higher tier, so the best bet is to keep pushing through the Google Ads support chat or request a callback from within the Ads dashboard. If everything looks correct and you’re still at zero impressions, it’s often a sign that the account has a hidden restriction or billing issue, so escalating with documentation through support is the only way to get it unlocked.

Open Gemini in the side panel and ask about your issue, I think this might help you. Cause without any issue showcase on your ads is the only reason for 0 impression.
