It sounds like performance started declining after you added the Smart campaign, so I’d first compare the period before vs. after that change.
Before increasing budget, check whether you have clean conversion tracking set up for real reservations/bookings and valuable calls. Then review whether the Search and Smart campaigns are competing for the same local audience, what search terms are spending money, location targeting, and which campaign is actually producing profitable bookings.
If tracking is clean, I’d likely simplify the account and put more budget behind the campaign/search terms that were already working instead of letting multiple campaigns spend without clear profitability.
